Brownfield redevelopment has gained wide support across the United States. Currently almost every state has voluntary cleanup programs and brownfield legislation in place. Since 1996, Charlotte, North Carolina has received $800,000 brownfields pilot project funding and loans from the Environment Protection Agency. These funds have leveraged private investment, increased tax bases, and created job opportunities. Little is known, however, about the health status of communities near these brownfield sites in the city. Using qualitative and quantitative data, this study found that (1) economic development rationales dominated public health issues in the development of brownfield programs and the selection of reclamation sites; (2) being close to brownfield is significantly related to having a higher incidence of low birth weights, stillbirths, and infant mortality problems, but the relationship disappears once the effects of socioeconomic status are controlled for statistically; (3) brownfields cleanup does not have a measurable epidemiological effect; and using an alternative method to measure public health, this study found that, (4) the brownfield cleanup program averted approximately 1.87 statistical cancer deaths, a $12.91 million economic benefit generated
